Consent on Scroll

What it is

Treats a page scroll as a positive consent—functionally the same as pressing the banner’s Save button (default label “Save my preferences”): it records the level selected at that moment, which is your Default Consent Level unless the visitor changed it.

Where: In the Admin Portal, open Configuration → Behavior. On a WordPress site that is not connected to the portal (Banner Only), use Cookie Consent tab → Consent Behavior.

What happens when enabledClassic engine only. The New engine ignores this setting, so the Admin Portal does not show it on a site using the New engine. Your saved value is kept and applies again if you switch back to Classic.

• When a visitor scrolls the page (mouse wheel, trackpad, or touch) beyond a given threshold, Cookie Compliance:
  • Records consent at the current default Access Level and visible Purposes,
  • Stores the consent cookie (respecting your selected Duration),
  • Updates autoblocking (unblocks allowed tags), and
  • Sends updated signals to integrations (Google/Microsoft/Facebook consent modes).

Compliance note

Consent on Scroll must be disabled for GDPR, UK PECR, LGPD, and POPIA — treating a page scroll as consent does not meet the requirement for an explicit, affirmative choice. It is only appropriate in opt-out jurisdictions where consent is not legally required.
